The Madurai Bench of the Madras High Court has told the Tamil Nadu Chief Secretary and the Secretary of the Human Resources Management Department to instruct every department to strictly keep to the set time limits for receiving, examining and disposing of representations from retired government staff, their families and the public. The court noted that Article 350 entitles every person to submit a grievance representation to any Union or State officer or authority in any language used in the Union or State, making it a constitutional right. Government orders, circulars and office manuals fixing deadlines exist so that such grievances are settled within a reasonable time.
