A World Resources Institute (WRI) India study names Gujarat the most resource-ready state for green hydrogen hubs, followed by Rajasthan and Andhra Pradesh; Rajasthan is held back by scarce water. Renewable energy availability and nearness to hydrogen users are the top siting factors, with water third. Promising locations include Visakhapatnam, Mangaluru, Mumbai, Paradeep, Chennai, Bokaro, Dhanbad, Kota, Khandwa and Kanpur. The National Green Hydrogen Mission targets 5 million metric tonnes (MMT) of annual production by 2030 with an outlay of ₹19,744 crore.
