Telangana Gig Workers Bill: Providing Statutory Security to the Digital Workforce


The Telangana Legislative Assembly has passed the Telangana Platform-Based Gig Workers (Registration, Social Security and Welfare) Bill, 2026 on March 30, 2026. This landmark legislation provides legal recognition and a comprehensive safety net to over 4 lakh gig workers, including delivery partners and cab drivers.


Key Features of the Bill


  • Mandatory Registration: Every platform-based gig worker in the state will be registered and provided with a Unique Identification Number. Aggregators (platforms) must also register with the state's welfare board.

  • Welfare Fund: A dedicated Social Security and Welfare Fund will be established, financed by a 1% to 2% levy on every transaction performed on the platform.

  • Algorithmic Transparency: The law mandates aggregators to maintain transparency in work allocation and prohibits arbitrary payment deductions or sudden terminations without valid reasons.

  • Benefits: The fund will support insurance, accident cover, pensions, and maternity benefits for the workers.

Comparison with Other States


With this move, Telangana joins states like Rajasthan, Karnataka, Bihar, and Jharkhand in enacting specialized laws for the gig economy. For TNPSC and Social Issues aspirants, this is a critical study point under "Labour Welfare" and "Socio-Economic Development," reflecting the formalization of the informal digital economy.
