Tamil Nadu has introduced a Bill to amend the Tamil Nadu Town and Country Planning Act, 1971, concerning development of wetlands in non-planning areas. It removes the need for the District Collector's prior concurrence and instead empowers the Director of Town and Country Planning to grant prior permission to local authorities. The Bill also creates full-time Chairman and full-time Member-Secretary posts in Urban Development Authorities for better continuity and accountability, while the Collector remains a member for coordination with the district administration.
