NITI Aayog's report ‘Reimagining Skilling for Viksit Bharat@2047’, released in August 2026, points to gaps between skill training and jobs. Only about 3% of women hold formal jobs, while around 71% are in informal work or in the NEET (Not in Employment, Education or Training) group. Barriers include caregiving, safety, lack of safe transport, limited mobility and poor access to finance and training. Over 7.67 crore people have been trained since 2014–15. The report proposes Digital Lifelong Learning Accounts, Skill Passports, skills-first hiring, wider use of the National Credit Framework, ‘Back to School’ reskilling and ‘Surakshit Saathi’ safe hostels and transport.
