Introduction

Dr. Srinivasa Kumar Tummala, a noted oceanographer and scientist, assumed charge as Secretary of the Ministry of Earth Sciences (MoES), Government of India, on 11 August 2026. He succeeds M. Ravichandran. Dr. Tummala brings extensive research experience from the National Institute of Ocean Technology (NIOT) and the Indian National Centre for Ocean Information Services (INCOIS).

About MoES

The Ministry of Earth Sciences is responsible for providing weather, climate, ocean, seismology, and natural hazard services to the country. It oversees several key institutions:

  • IMD (India Meteorological Department): Weather forecasting, climate services
  • INCOIS: Ocean forecasts and India's tsunami early warning system
  • NIOT: Deep-sea technology development
  • NCPOR: National Centre for Polar and Ocean Research — Antarctic and Arctic expeditions
  • IITM, Pune: Monsoon and tropical meteorology research

Deep Ocean Mission

The Deep Ocean Mission (DOM), launched in June 2021 with an outlay of ₹4,077 crore, is one of India's flagship scientific programmes under MoES. Its most prominent component is 'Matsya 6000' — India's first manned deep-sea submersible, designed to reach depths of 6,000 metres. The mission also aims to explore deep-sea mineral resources, develop ocean-based climate solutions, and advance India's underwater technology capabilities.

Why the Appointment Matters

Dr. Tummala's background in ocean science makes him a fitting choice to lead MoES at a critical phase of the Deep Ocean Mission. His experience at NIOT and INCOIS — both MoES institutions — means he brings first-hand knowledge of the ministry's key programmes.

Key Facts

  • New MoES Secretary: Dr. Srinivasa Kumar Tummala (from 11 August 2026)
  • Previous Secretary: M. Ravichandran
  • Deep Ocean Mission: ₹4,077 crore, launched June 2021
  • Matsya 6000: India's first manned deep-sea submersible (6,000 m depth target)
  • MoES established: 2006 (bifurcated from the former Department of Ocean Development)

Exam Perspective

For UPSC and TNPSC: MoES was created in 2006. IMD is India's apex weather forecasting body (established 1875). INCOIS operates India's tsunami early warning system. The Deep Ocean Mission is one of India's nine identified National Missions. Matsya 6000 is India's first manned deep-sea submersible. India's first Antarctic expedition was in 1981-82; NCPOR manages India's polar research stations Maitri (Antarctica) and Himadri (Arctic).

Conclusion

Dr. Tummala's appointment brings domain expertise in ocean science to the leadership of MoES. With the Deep Ocean Mission reaching a critical operational phase and climate science gaining prominence, his role in steering India's earth sciences agenda is significant.
