The Ministry of Home Affairs has revised the rules for issuing Look Out Circulars (LOCs), which the Bureau of Immigration uses to stop wanted or absconding persons from leaving India through airports and seaports. Statutory bodies such as NCW, NHRC and NCLT can no longer seek LOCs directly and must go through the police or central agencies. LOC forms now offer three actions: detain and inform, prevent departure and inform, or 'see remarks'. Agencies such as IB and CBI may use 'see remarks' only in national security or terrorism cases. A detaining agency must take custody within 3 hours or hand over to police, with full action within 24 hours.
