The Economic Survey cited Tamil Nadu's 'Thozhi' hostels as a model for raising women's workforce participation. Run by the Tamil Nadu Working Women's Hostels Corporation through public-private partnerships, they offer affordable, gender-responsive housing with furnished rooms, crèches and kitchens; 19 such hostels operate in 15 districts. The State holds over 40% of India's registered women workers in manufacturing. The Survey also noted the ₹1,675 crore World Bank-backed TN-SHORE coastal project, with about ₹1,000 crore from the World Bank, and named Killai near Pichavaram in Cuddalore district as Tamil Nadu's first Climate Resilient Village. Faster environmental clearances under the Business Reform Action Plan were also highlighted.
