Optimizing Supply Chain Pathways: DPIIT Deploys Evidence-Based Metrics to Track State Efficiency

The Department for Promotion of Industry and Internal Trade (DPIIT), operating under the Ministry of Commerce and Industry, has officially released the LEADS (Logistics Ease Across Different States) 2025 report. Serving as the primary national benchmark for mapping sub-national trade infrastructure, this analytical layout tracks administrative policies, commercial connectivity metrics, and regulatory speed lines across all states and Union Territories.

The Revised Evaluation Architecture and Standings

LEADS 2025 introduces a highly data-intensive, evidence-based scoring design to provide a highly granular assessment of India's supply chain strengths:

  • The Evidence-Based Matrix: To eliminate subjective survey biases, the 2025 index assigned a massive 59% weightage entirely to objective, data-driven indicators, incorporating transport digitized freight records and regulatory clearance times.
  • The Four-Tier Classification: The updated model moves past flat index tallies to place states into four highly functional groups: **Exemplars, High Performers, Accelerators, and Growth-Seekers**.
  • The Elite Exemplars Tier: Leading industrial powerhouse states, explicitly including Tamil Nadu, Uttar Pradesh, Mizoram, and Delhi, clinched the top-tier **"Exemplars"** ranking, reflecting exceptional investments in multi-modal cargo networks, industrial corridors, and unified single-window digital clearances.
  • The High Performers: Other highly active coastal and manufacturing clusters, including Gujarat and Kerala, secured their standings within the competitive **"High Performers"** tier.

For TNPSC and Indian Economy students, this index represents an essential data focus under 'Infrastructure Development, State Industrial Policies, Trade Logistics, and Cooperative Federalism'.
