China has finished the first phase of land reclamation and infrastructure at Antelope Reef in the disputed Paracel Islands, South China Sea. The roughly 6-km reclaimed area has a helipad, a 680-metre wharf, a deep-water harbour and a possible 3-km runway. China says the facilities serve weather forecasting and research; Vietnam claims all the Paracels, which China has controlled since 1974. The 2016 Arbitral Tribunal rejected China's historic-rights claims beyond UNCLOS entitlements. With over 55% of India's maritime trade passing through the South China Sea and Malacca Strait, the move matters for India's maritime security.
