In Geneva, 128 countries agreed by consensus on a text defining Lethal Autonomous Weapons Systems (LAWS) under the UN Convention on Certain Conventional Weapons (CCW). LAWS can detect, select and engage targets using pre-set parameters without meaningful human control over each attack. The non-binding text may pave the way for future rules or a treaty. The US, Russia, India and Israel oppose restrictive binding treaties, while Brazil, Ireland and Norway back a binding instrument. CCW was adopted in 1980 and entered into force in 1983; India is a State Party and joins the Group of Governmental Experts (GGE) talks.
