The Government of Assam has signed Memorandums of Settlement (MoS) with Kuki militant groups and the Hmar People's Convention-Democratic, with the support of the Union Ministry of Home Affairs. The pacts aim to end insurgency and bring peace, stability and development to the region. A Kuki Welfare and Development Council (KWDC) and a Hmar Welfare and Development Council (HWDC) will be created. The agreements also provide for rehabilitating former cadres and for socio-economic development of affected areas.
