The Union Economic Survey 2025-26 cited two Tamil Nadu initiatives as models: the 'Thozhi' hostels for working women and the Tamil Nadu Coastal Restoration Mission (TN-SHORE). Thozhi hostels are operated by the Tamil Nadu Working Women's Hostels Corporation on a PPP basis; 19 hostels across 15 districts now house 1,824 women, while 14 more worth ₹176.93 crore are being built. TN-SHORE is a ₹1,675-crore World Bank-assisted project protecting the State's 1,069-km coastline spread over 14 districts. The Survey also named Killai in Cuddalore district as Tamil Nadu's first Climate Resilient Village.
