The Nilgiri Documentation Centre urged the Tamil Nadu government to commemorate the 200th death anniversary of Sir Thomas Munro, Governor of Madras from 1820 to 1827. Munro introduced the Ryotwari land revenue system and helped lay foundations for modern administration, policing and education, besides favouring a federal set-up for India. After visiting the Nilgiris in September 1826 to review John Sullivan's work, he recommended it as a health resort on 28 May 1827. He died of cholera on 7 July 1827, the day the proposal was approved.
