State Level E-Governance Integration: Digital India Platform Equips Assemblies with Online Document Portals and Question Realities

In a significant push for digital federalism and parliamentary transparency, the West Bengal Legislative Assembly has officially signed a Memorandum of Understanding (MoU) to implement the National e-Vidhan Application (NeVA). The integration modernizes the state's legislative operations, shifting archaic paperwork into a highly secure, centralized digital tracking node monitored under the Digital India sovereign architecture.

The 33rd Legislature Milestone and Sub-National Digital Operations

The administrative technology rollout targets massive operational efficiencies by linking state lawmakers natively to centralized parliamentary cloud systems:

  • The 33rd Sovereign Member: With the signing of the MoU, **West Bengal officially became the 33rd legislature in India to formally join the NeVA initiative**, establishing uniform digital continuity with other state assemblies.
  • Ministry of Parliamentary Affairs Framework: Architected as a highly secure Mission Mode Project deployed under the **Ministry of Parliamentary Affairs**, NeVA acts as a universal platform to support paperless, transparent, and ultra-efficient subnational governance.
  • Digital Assembly Deliverables: The integration strictly eliminates manual filing by providing end-to-end digital access to **new legislative bills, MLA questions, session notices, committee reports, internal legislative records, and live House proceedings**.
  • The 21 Paperless Operations Baseline: Reflecting high adoption speeds, **21 state legislatures have already transitioned completely to fully digital functioning**, utilizing the NeVA platform to eradicate thousands of tons of paper waste annually.
