West Bengal wants to change its name to "Paschim Banga", and a Bill for this is expected in the State Assembly. Under Article 3 of the Constitution, renaming an existing state is Parliament's power, and the Bill may be introduced only on the President's recommendation. The President sends the Bill to the State Legislature concerned for its opinion, but Parliament is not bound by that opinion. Article 4 provides that resulting changes to the First and Fourth Schedules, made through an Article 3 law, need no constitutional amendment under Article 368. Earlier, Madras State became Tamil Nadu in 1969, Uttaranchal became Uttarakhand in 2007 and Orissa became Odisha in 2011.
