The Union Public Service Commission (UPSC) has revised the procedure for appointing a State Director General of Police (DGP). States must send proposals to UPSC at least three months before the serving DGP retires, and any delay in forwarding names of eligible officers will now require permission from the Supreme Court. UPSC prepares a panel of three senior IPS officers, from which the State picks the DGP. The changes follow the Prakash Singh vs Union of India judgment on police reforms; the Supreme Court has also clarified that there is no concept of an 'acting DGP' and a regular DGP must be appointed.
