Save

Introduction

In a historic policy shift for demographic enumeration in post-independence India, the Union Ministry of Home Affairs on 17 August 2026 officially notified the 40-question questionnaire for the second phase of Census 2027 (Population Enumeration). For the first time since the 1931 Census, caste will be enumerated for all communities across India, expanding beyond the traditional enumeration of Scheduled Castes (SCs) and Scheduled Tribes (STs).

Key Additions to the Census 2027 Questionnaire

The questionnaire introduces 13 new questions compared to the 29 questions deployed during Census 2011:

  • Universal Caste Enumeration: Enumerates specific caste/sub-caste identities for all citizens to provide granular empirical data for affirmative action and welfare targeted delivery.
  • Digital Assets & Identifiers: Captures data on digital literacy, smart devices, Aadhaar details, Voter ID, bank account ownership, mobile numbers, passport, and driving licence particulars.
  • Demographic & Health Specifics: Records parental particulars, permanent address, place of COVID-19 vaccination, and disability categorisation under the Rights of Persons with Disabilities Act, 2016.
  • Timeline: Field enumeration commences in August/September 2026 across snow-bound Himalayan regions (Ladakh, Himachal Pradesh, Uttarakhand, J&K) and in February 2027 across the rest of the nation.

Key Facts

  • Exercise: 16th Indian Census (Census 2027 - Digital Census)
  • Questionnaire Size: 40 Questions (13 New Questions compared to 29 in 2011)
  • Historic Shift: Caste enumeration for all communities (First time in post-independence India)
  • Governing Law: Census Act, 1948 and Census Rules, 1990
  • Nodal Authority: Office of the Registrar General and Census Commissioner of India (ORGI), MHA
  • Rollout Schedule: Aug/Sept 2026 (Snow-bound areas) & February 2027 (Nationwide)

Exam Perspective

For TNPSC and UPSC examinations, this topic is central to Indian Demography, Census Act 1948, Caste Census Debates, Social Justice & Affirmative Action Data, and Registrar General of India (ORGI) in GS Paper I and GS Paper II.

Conclusion

The comprehensive 40-question Census 2027 provides the essential socio-economic and demographic empirical foundation required for targeted welfare planning, delimitation, and equitable policy formulation.
