At Kavaratti, Administrator Praful Patel announced that Lakshadweep has become a fully (100%) literate Union Territory. The achievement came through ULLAS (Understanding of Lifelong Learning for All in Society) – Nav Bharat Saaksharta Karyakram, the Centrally Sponsored Scheme on adult education. All 1,113 non-literate adults identified as learners were successful in the FLNAT (Foundational Literacy and Numeracy Assessment Test). Targeting people aged 15 years and above who could not attend formal school, ULLAS imparts basic reading, numeracy and essential life skills. Unlike the Census of India, which normally measures literacy among people aged 7 and above, this declaration is based on the assessment of learners identified under ULLAS.
