Uttarakhand declared India's sixth fully literate State under ULLAS

Save

Under the ULLAS (Understanding of Lifelong Learning for All in Society) initiative, Uttarakhand has been named India's sixth fully literate state in 2026. A State or Union Territory earns this tag when functional literacy reaches at least 95%; Uttarakhand recorded an adult literacy rate of 98.70%. It now stands alongside Sikkim, Himachal Pradesh, Mizoram, Goa and Tripura as states that have passed the national literacy benchmark. Some 25,000 volunteers helped the drive by running surveys, enrolling learners and conducting adult literacy work. ULLAS covers foundational literacy and numeracy, digital and financial literacy, civic awareness and lifelong learning.
