Telangana Passes Parental Support Bill 2026: Mandatory Salary Deduction for Elderly Care

Telangana Employees Accountability and Monitoring of Parental Support (TEAMS) Bill, 2026


In a pioneering social welfare move, the Telangana Legislative Assembly passed the Parental Support Bill, 2026, in late March 2026. This legislation makes it legally mandatory for salaried employees and public representatives to provide financial support to their dependent parents, ensuring dignity and security for the elderly.


Key Provisions of the Bill


  • Broad Coverage: Unlike existing central laws, this bill applies to Government employees, Private sector employees, and Public representatives (including MLAs, MPs, and local body members).

  • Salary Deduction: If an employee is found neglecting their parents, authorities can order a deduction of up to 15% of the gross salary or β‚Ή10,000 (whichever is lower). The amount will be transferred directly to the parents' bank account.

  • Adjudication Process: Parents can file a complaint with the District Collector, who is mandated to dispose of the petition within 60 days after hearing both parties.

  • Appellate Authority: A Senior Citizen Commission, headed by a retired High Court judge, will serve as a quasi-judicial body to handle appeals and oversight.

This bill expands upon the Maintenance and Welfare of Parents and Senior Citizens Act, 2007, by providing a more stringent, employer-linked enforcement mechanism.
