Maritime Digital Governance: JNPA 37th Foundation Day Unveils Comprehensive Automation Modules to Squeeze Vessel Turnaround Times

In an elite logistical intervention aimed at modernizing the subcontinent's blue economy and digitizing custom-clearance workflows, the Union Ministry of Ports, Shipping and Waterways has officially launched the Logistics Port Performance Index (LPPI) 2024–25. Unveiled during the 37th Foundation Day assemblies of the Jawaharlal Nehru Port Authority (JNPA) in Maharashtra, the structural expansion integrates four high-utility digital maritime platforms to eliminate manual documentation delays entirely.

The Sagar Aankalan Benchmarking Matrix and the Quad Maritime Module Architectures

The newly deployed port reforms replace static reporting sheets with real-time tracking modules managed by the Directorate General of Shipping:

  • The LPPI Performance Benchmarking: Developed under the statutory **Sagar Aankalan national benchmarking framework**, the LPPI ranks and monitors port efficiency using rigorous quantitative data—explicitly analyzing **vessel turnaround times, berth idle metrics, and pre-berthing waiting line durations** to match global transshipment standards.
  • e-Navik Grievance Redressal Module: Tailored specifically for merchant navy personnel, this paperless interface enables seafarers to **lodge contractual disputes, wage-withholding complaints, and emergency offshore rescue requests** directly to regulatory cells with verified timeline tracking.
  • eSamudra Ship Registration Module: Slicing through bureaucratic ship-chartering bottlenecks, the module automates **vessel identity registration, ownership transfer logs, and fit-for-sea licensing workflows**, allowing shipowners to secure Indian flag compliance within 48 hours.
  • Unified Ship Recycling and Medical Platforms: The digital launch is completed by the **Medical Practitioner Module**—which certifies sea-faring fitness via registered clinical portals—and the **Unified Ship Recycling Portal**, ensuring absolute transparency and green compliance during hull breakdown operations at yards like Alang.
