Rajya Sabha Reconstitutes Panel of Vice-Chairpersons 2026

Rajya Sabha Panel of Vice-Chairpersons: Ensuring Parliamentary Continuity

In a move to ensure the seamless conduct of legislative business, the Rajya Sabha has officially reconstituted its Panel of Vice-Chairpersons for the year 2026. This panel plays a critical role in maintaining the order and decorum of the Upper House during high-level debates and legislative sessions.

The 2026 Panel Members

The Chairman of the Rajya Sabha has nominated six distinguished members from across various political parties to the panel. The newly appointed members are:

  • Dinesh Sharma (BJP)

  • S. Phangnon Konyak (BJP)

  • Ghanshyam Tiwari (BJP)

  • Phulo Devi Netam (INC)

  • M. Thambidurai (AIADMK)

  • Sasmit Patra (BJD)

Constitutional Role and Functions

The Panel of Vice-Chairpersons is not a permanent constitutional post but a functional arrangement provided under the Rules of Procedure of the House. Their primary responsibilities include:

  • Presiding over the House: In the absence of both the Chairman (the Vice-President of India) and the Deputy Chairman, any member of this panel can preside over the proceedings.

  • Managing Debates: While in the Chair, they exercise the same powers as the Chairman, including ruling on points of order and managing the time allotted to speakers.

  • Ensuring Continuity: This rotational system provides the necessary flexibility to keep the House functioning without interruption.

Key Facts for Aspirants

Unlike the Deputy Chairman, who is elected by the House, the Panel of Vice-Chairpersons is nominated by the Chairman. It is important to note that a member of the panel cannot preside over the House when the office of the Chairman or Deputy Chairman is vacant; in such cases, the President of India appoints a member to perform those duties.

For TNPSC and competitive exam aspirants, this topic is essential under "Indian Polity - Parliament," illustrating the procedural safeguards that ensure democratic stability in the Upper House.
