The Ministry of Railways has approved changes to the Model Concession Agreement (MCA) governing Container Train Operators (CTOs). Under the reform, a single All-India Licence will take the place of the earlier route-specific restrictions, enabling CTOs to run container trains anywhere on the Indian railway network. The step is aimed at giving operators greater flexibility in moving freight across the country.
