A Private Member Bill seeking a Right to Recall for elected representatives was discussed in Parliament as a way to improve democratic accountability. The right lets voters remove a representative before the term ends. M. N. Roy proposed the idea in India in 1944 and Jayaprakash Narayan backed it in 1974. It does not exist for MPs and MLAs; Bihar, Madhya Pradesh and Chhattisgarh apply it in local bodies. The Representation of the People Act, 1951, allows removal only for legal offences, not public dissatisfaction.
