During President Droupadi Murmu's visit to West Bengal in March 2026, neither the Chief Minister nor a nominated Minister received her, raising questions over the 'Blue Book' rules. The Blue Book is a confidential Ministry of Home Affairs manual laying down security, logistics and ceremonial protocol for visits of the President, Vice-President and Prime Minister. It requires such dignitaries to be received by the Governor and Chief Minister; if the CM is unavailable, a senior Minister acts as 'Minister-in-Waiting'. A Mayor cannot be given that status, and States cannot alter the rules. Copies are kept with the District Magistrate and district police chief, and any deviation is treated as a serious security lapse.
