Parliament has passed the Appropriation Bill 2026, enabling the Union Government to draw and spend money for the financial year.
- It permits withdrawal from the Consolidated Fund of India to meet the expenses of ministries, departments and schemes.
- The Bill is required under Article 114 of the Constitution; no government spending is lawful without it.
- It is brought in after the Lok Sabha votes on the Demands for Grants during the budget process.
- Being a Money Bill under Article 110, it cannot be amended or rejected by the Rajya Sabha.
- It covers both voted expenditure and charged expenditure, such as salaries of judges and constitutional authorities.
