Parliament Passes Andhra Pradesh Reorganisation (Amendment) Bill 2026: Amaravati Named Sole Capital

Statutory Backing for Amaravati: Resolving the Capital Dispute

The Lok Sabha, on April 1, 2026, passed the Andhra Pradesh Reorganisation (Amendment) Bill, 2026, formally recognising Amaravati as the sole and permanent capital of Andhra Pradesh. The Bill, introduced by Minister of State for Home Nityanand Rai, effectively concludes the uncertainty surrounding the state's capital after the 10-year common capital provision for Hyderabad expired.

Key Provisions and Changes

  • Retroactive Recognition: The Bill declares Amaravati as the permanent capital with effect from June 2, 2024, providing statutory sanctity to the city.

  • Repealing the Joint Capital Clause: It amends the 2014 Reorganisation Act, which had designated Hyderabad as a temporary joint capital for a period not exceeding 10 years.

  • Scuttling the Three-Capital Plan: The Bill explicitly rules out future bids to alter the decision or implement the previously proposed three-capital model (Visakhapatnam, Amaravati, and Kurnool).

  • Historic Precedent: This is one of the rare instances where the Parliament has enacted a specific law to declare a particular location as a state capital.

Administrative Impact

The passage of this Bill is expected to unlock massive infrastructure investments (over β‚Ή56,000 crore) and restore investor confidence in the region. For TNPSC and Civil Services aspirants, this is a milestone in "Indian Polity" and "Federalism," marking the legislative finality of a decade-long constitutional and administrative issue.
