NITI Aayog has released the report 'Moving Towards Effective City Government: A Framework for Million-Plus Cities'. India's 47 million-plus cities hold about one-third of the urban population and contribute nearly 60% of GDP. The report notes weak devolution under the 74th Constitutional Amendment Act, poor finances, weak services, unclear leadership and heavy dependence on State governments for funds. It recommends directly elected Mayors, better coordination of services, stronger municipal finances through State Finance Commissions, legal reforms and clearer roles to improve urban governance and service delivery.
