Grassroots Democracy: Celebrating the 73rd Constitutional Amendment
April 24 marks National Panchayati Raj Day in India, commemorating the historic 73rd Constitutional Amendment Act, 1992, which came into effect in 1993. This act granted constitutional status to rural local self-governments, forming the backbone of Indian democracy.
2026 Theme: Sashakt Panchayat, Sarvangeen Vikas
The theme for 2026 is “Sashakt Panchayat, Sarvangeen Vikas” (Empowered Panchayats, Holistic Development), focusing on strengthening digital governance through platforms like e-GramSwaraj to achieve Sustainable Development Goals (SDGs) at the village level.
The Three-Tier System
- Gram Panchayat: Village level.
- Panchayat Samiti: Block/Intermediate level.
- Zila Parishad: District level.
The system also ensures mandatory reservation for women (minimum 33.3%) and SC/STs. For TNPSC and Polity aspirants, this is one of the most important topics under 'Indian Polity - Local Self Government.'
