Biofuel Infrastructure Expansion: Phased Rollout Plans 5,000 Outlets to Drive High Blend Ethanol and Biodiesel Compliance

In an elite regulatory milestone advancing subcontinental energy independence and green mobility infrastructure, the Ministry of Road Transport and Highways (MoRTH) has announced a phased nationwide expansion of flex-fuel infrastructure, targeting 500 operational pumps by 2026. The strategic energy masterplan establishes a structured retail footprint to handle high-concentration biofuel blends, successfully insulating the domestic transport sector from global crude oil market shocks.

The 5,000 Outlet Horizon and the E85 and E100 Statutory Standard Matrices

The newly codified clean energy blueprint updates baseline emission profiles to support multi-blend automotive engine technologies:

  • The Multi-Year Scaling Trajectory: Slicing through structural distribution constraints, the retail roadmap mandates the establishment of **500 flex-fuel retail pumps by the end of 2026, scaling aggressively to 5,000 operational outlets by 2027**.
  • Surpassing Early E20 Deadlines: The deployment builds upon India's milestone achievement of **securing its E20 (20% Ethanol Blended Petrol) national targets in 2025**, out-pacing the original sovereign deadline by five years.
  • E85 and Alternative Fuel Standardization: To govern emerging engine designs, MoRTH has formalised statutory codes for **E85 (85% ethanol and 15% petrol), E100 (100% pure ethanol), and B100 (100% bio-diesel) fuels**. This allows specialized flex-fuel vehicles to cleanly swap between variations.
  • Phase-1 Metropolitan Corridor Allocations: Guaranteeing immediate volume off-take, the initial rollout phase will isolate and saturate major industrial centers, explicitly anchoring networks inside the **Delhi-National Capital Region (NCR), Mumbai, Pune, and Nagpur**.
