To further the goal of "Ease of Doing Business" and boost domestic mineral production, the Ministry of Mines has notified the Mineral Concession (Amendment) Rules, 2026. These changes aim to simplify the regulatory framework for mining leases and encourage the exploration of critical and deep-seated minerals.
Key Highlights of the 2026 Amendment
The amendment introduces several flexibility-centric provisions to help leaseholders optimize their mining operations:
- Inclusion of Contiguous Areas: Holders of a mining lease or a composite licence for deep-seated minerals are now allowed a one-time inclusion of contiguous (adjacent) areas into their existing lease. This ensures that a single geological block can be mined efficiently without multiple bureaucratic hurdles.
- Addition of Associated Minerals: The new rules permit the addition of "associated minerals"—including minor minerals—within the boundaries of an existing mining lease. This allows miners to extract all valuable resources found in a single deposit simultaneously.
- Time-Bound Approvals: To eliminate administrative delays, the State Government is now mandated to approve applications for such inclusions within 30 days of receipt.
- Transition for Minor Minerals: The rules provide a clear framework for adding "major minerals" to leases that were originally granted for minor minerals before the implementation of the Mines and Minerals (Development and Regulation) Act, 2025.

By allowing the seamless addition of minerals and land area, the government is reducing the cost of mining and improving the viability of deep-seated mineral projects (such as Gold, Silver, Copper, and Rare Earth Elements).
