The Ministry of Home Affairs (MHA) has notified the Census (Amendment) Rules, 2026, broadening who can serve as enumerators for India's forthcoming digital Census. The change amends Rule 3 of the Census Rules, 1990, framed under the Census Act, 1948, and came into force on publication in the Official Gazette. Private school and college teachers, along with clerical employees of banks, PSUs, private firms and other bodies, are now eligible. State Governments and Union Territory administrations may also engage other suitable persons. Enumerators so appointed are treated as public servants, and carrying out their assigned duties is a legal obligation.
