The Maharashtra government under Chief Minister Devendra Fadnavis withdrew the 5% quota for socially and educationally backward Muslims. It was introduced through an ordinance in July 2014 by the Congress-NCP government but lapsed in December 2014 without becoming law. The State cited Articles 15(1) and 16(2), which bar discrimination solely on religion, and court rulings against religion-only reservation. Issuance of SBC-A certificates for Muslims has been stopped.
