RELOS Pact: Strengthening the Indo-Russian Strategic Logistics Framework

 

In a significant boost to bilateral defence cooperation, India and Russia have officially operationalised the Reciprocal Exchange of Logistics Agreement (RELOS). This pact, designed to streamline military support, allows both nations to utilize each other’s military bases, ports, and air facilities for both peacetime activities and war scenarios.

 

Key Provisions of the Agreement

 

The RELOS agreement provides a comprehensive framework for mutual support, characterized by the following limits and services:

 

  • Deployment Limits: Each nation is permitted to deploy up to 3,000 military personnel, 5 warships, and 10 aircraft in the other’s territory at any given time.

 

  • Logistics Support: Services include refueling, repair, maintenance, and the supply of spare parts, significantly reducing the downtime of military assets.

 

  • Settlement Mechanism: A unique feature of this pact is that costs can be settled through the exchange of goods and services, bypassing the need for direct monetary payments and overcoming international banking hurdles.

 

Strategic Geographical Reach

 

The pact provides a massive strategic advantage to both nations. India gains logistical access to Russian facilities in the Arctic region, which is becoming increasingly vital for trade and resources. In return, Russia gains enhanced logistical support in the Indian Ocean, strengthening its maritime presence in the Global South.

 

For TNPSC and Civil Services aspirants, this pact is a critical update under "International Relations" and "National Defence," highlighting India’s move to diversify its strategic logistics alongside existing agreements like LEMOA (with the US).
