Cocoa Self-Sufficiency 2040: A Strategic Vision for Aatmanirbhar Bharat


In a significant move to strengthen India's plantation sector, the Government of India has unveiled a comprehensive roadmap to achieve cocoa self-sufficiency by 2040. Launched under the Aatmanirbhar Bharat initiative, the strategy aims to bridge the massive demand-supply gap in the domestic chocolate and confectionery industry.


Reducing the Import Burden


Currently, India meets less than 25% of its domestic cocoa demand through local production, necessitating imports worth over $866 million (approx. โ‚น7,200 crore) annually. With the Indian chocolate market projected to reach $3 billion by 2025, the roadmap provides a structured approach to reduce this multi-million dollar forex drain.


Phased Implementation: National Mission on Cocoa


A dedicated National Mission on Cocoa will be operationalized during 2026โ€“28. The roadmap follows a four-phase execution plan:


  • Phase 1 (2026โ€“2028): Focuses on research and development, including 250 hectares of polyclonal seed gardens and a Centre of Excellence (CoE).

  • Phase 2 (2028โ€“2030): Capacity building through training one lakh farmers and distributing 25 million high-quality seedlings.

  • Phase 3 (2030โ€“2035): Expanding cultivation to 1 lakh hectares, primarily as an intercrop in coconut and arecanut plantations.

  • Phase 4 (2035โ€“2040): Achieving 100% self-sufficiency and establishing India as a global cocoa processing hub.

Livelihood and Regional Impact


The mission primarily targets the coastal and southern states of Andhra Pradesh, Kerala, Karnataka, and Tamil Nadu. By promoting cocoa as a climate-resilient intercrop, the government aims to double farmer incomes while implementing digital traceability systems to meet international quality standards.
