Disability rights groups have objected that the Census 2027 questionnaire proposes just 9 broad disability categories rather than separately recording all 21 disabilities recognised by the Rights of Persons with Disabilities (RPwD) Act, 2016. The proposed groups are seeing, hearing, speech, mobility, intellectual disability, mental illness, acid attack, chronic neurological disease and blood disorder. Census 2011, using six categories, counted 2.68 crore persons with disabilities, or 2.21% of the population. The RPwD Act raised the recognised disabilities from 7 to 21. The Office of the Registrar General of India (ORGI) says the nine groups cover specific disabilities and up to three disabilities can be recorded by severity.
