Transition to Clean Coal Technology: Ministry Targets 100 Million Tonnes of Gasification by 2030 to Cut Import Invoices

In a massive fiscal intervention engineered to diversify the utilization of India's extensive solid fuel reserves and secure industrial chemical baselines, the Union Cabinet has officially approved the **Scheme for Promotion of Surface Coal/Lignite Gasification Projects**. Launching with a substantial financial outlay of ₹37,500 crore, the central incentive plan builds long-term policy certainty to transition the subcontinental energy mix toward cleaner, value-added downstream processing templates.

The Syngas Production Metrics and Financial Cap Framework

The strategic scheme establishes strict bidding criteria and infrastructure milestones managed directly through the Ministry of Coal:

  • The 100 MT National Target: The over-arching mandate drives the objective set under the **National Coal Gasification Mission**, aiming to successfully gasify **100 Million Tonnes (MT) of raw coal and lignite by 2030**, converting it into high-utility **Synthesis Gas (Syngas)**.
  • Incentive Outlay Breakdown: The ₹37,500 crore subsidy pool will select projects via a transparent, competitive bidding design. Financial assistance is strictly **capped at 20% of the net cost of Plant and Machinery**, with a maximum individual financial shield restricted to **₹5,000 crore per project**. To prevent concentration, single corporate groups are capped at ₹12,000 crore across all installations.
  • Long-Term Linkage Certainty: To insulate private developers from fuel supply variations, the cabinet has approved an unprecedented extension of **coal linkage tenures up to 30 years** under the gasification sub-sector auctions, stabilizing capital return cycles.
  • Import Substitution Drive: By shifting coal from direct burning to syngas processing, the initiative targets the domestic manufacture of industrial inputs—aiming to dramatically drop the nation's multi-billion dollar import bills for **urea, chemical ammonia, industrial methanol, and liquified natural gas (LNG)** under the Atmanirbhar Bharat mandate.

For TNPSC and Infrastructure Development students, this mega-scheme serves as an essential reference case study under 'Clean Coal Technologies, Public-Private Investment Mobilization, and Sovereign Energy Security Architectures'.
