ASISSE 2024–25: India Launches First-Ever Annual Survey of Incorporated Services Sector

ASISSE 2024–25: Mapping India’s Formal Services Economy

 

The National Statistical Office (NSO), under the Ministry of Statistics and Programme Implementation (MoSPI), has launched the inaugural Annual Survey of Incorporated Services Sector Enterprises (ASISSE) for the reference period 2024–25. This landmark survey is designed to fill a long-standing data vacuum in the formal services sector, which is the largest contributor to India’s economy.

 

Closing the Statistical Gap

 

While India has long utilized the Annual Survey of Industries (ASI) for manufacturing and the ASUSE for the unincorporated sector, there was no dedicated annual mechanism to track the formal (registered) services sector. ASISSE completes this economic picture by providing granular, enterprise-level data.

 

Key Features and Methodology

 

  • Target Population: The survey covers incorporated entities registered under the Companies Act (1956/2013) and Limited Liability Partnerships (LLPs) registered under the LLP Act, 2008.
  • Sectors Covered: It includes critical economic drivers such as Trade, Transport, Hospitality, Information Technology (IT), Education, Health, and Professional Services.
  • Sampling Frame: In a modern shift, the NSO is using the Goods and Services Tax Network (GSTN) database as the sampling frame. This identifies approximately 21 lakh formal enterprises, from which a representative sample of 1.21 lakh enterprises has been selected for detailed survey.
  • Digital Collection: The survey is 100% digital, with data collected via a secure, web-based portal to ensure real-time validation and accuracy.

 

Legal Framework and Compliance

 

The ASISSE is conducted under the legal mandate of the Collection of Statistics Act, 2008 and is aligned with the updated provisions of the Jan Vishwas (Amendment of Provisions) Act, 2023. This ensures that the information provided by enterprises is used strictly for statistical purposes and remains confidential.

 

Why it Matters for India’s GDP

 

The services sector contributes more than 50% to India’s Gross Domestic Product (GDP). By tracking indicators like Gross Value Added (GVA), employment trends, and capital formation annually, ASISSE will allow policymakers to make more precise interventions, fostering economic formalization and sustainable growth.
