Centre proposes new Article 371(K) to give constitutional safeguards and autonomy to Ladakh

Save

The Centre has proposed inserting Article 371(K) into the Constitution to grant Ladakh constitutional safeguards and greater local autonomy. The provision may set up a directly elected Union Territory-level body with legislative powers over land, culture and language, forests, environment and natural resources, and possibly over subjects now covered by Article 240, which lets the President make regulations for certain Union Territories. Ladakh has sought additional executive, budgetary, planning and financial powers, including control of police. A draft of Article 371(K) is expected to be discussed in October.
