The government has operationalised the Inventory-based Cross-border E-Commerce Export Framework under the Foreign Trade Policy (FTP), 2023, allowing e-commerce companies to hold goods in India solely to fulfil confirmed overseas orders.
Exports go through an Exporter-on-Record (EOR), who sources goods from Sellers-on-Record (SORs) and handles customs, documentation, testing, packaging, labelling, logistics and destination compliance. The rules prevent speculative stock and diversion to the domestic market while helping MSMEs, artisans and manufacturers reach global e-commerce markets.
